AB 1397 (Soto), signed by the Governor in 2007, provides the California Department of Public Health with the statutory authority to use federal civil monetary penalty funds to improve quality of care and quality of life in nursing homes.

CMP funds are a potentially powerful source for supporting innovation that improves conditions for everyone who resides or works in a nursing home.
